一、学校概况  About Xinjiang University

新疆大学是中华人民共和国教育部与新疆维吾尔自治区人民政府“部省合作共建高校”、综合性全国重点大学、国家“双一流”（一流大学）建设高校 、“211工程”建设高校、国家西部大开发重点建设高校，入选国家“111计划”、中西部高校综合实力提升工程、国家建设高水平大学公派研究生项目、中国政府奖学金来华留学生接收院校、卓越工程师教育培养计划、卓越法律人才教育培养计划、全国深化创新创业教育改革示范高校、首批高等学校科技成果转化和技术转移基地，中西部“一省一校”国家重点建设大学（Z14）联盟成员，中国—中亚国家大学联盟发起高校。现有红湖校区、友好校区、博达校区等三个校区。

Xinjiang University, co-built by Ministry of Education of the People’s Republic of China and the People’s Government of Xinjiang Uygur Autonomous Region, is a comprehensive national key university, ranking as one of the universities for national ‘double first-class’ (first-class) construction , ‘Project 211’ and the national Development of the Western Region. Xinjiang University has been selected into the national ‘111 Plan’, the Comprehensive Strength Improvement Project of universities in Central and Western China, the National Public Graduate Program for Building High-level Universities, the Chinese Government Scholarship receiving institutions for international students, the Outstanding Engineer Education and Training Program, the Outstanding Legal Talents Education and Training Program, the National Demonstration University for Deepening the reform of Innovation and Entrepreneurship education, and the first batch of scientific and technological achievements transformation and technology transfer base of universities and colleges. It is a member of the Central and Western ‘One Province, one School’ National Key Construction University (Z14) Alliance, as well as a member of the initiative of the China-Central Asian Countries University Alliance. Xinjinag University includes three campuses, namely Honghu Campus, Youhao Campus and Boda Campus.

学校现有哲学、经济学、法学、文学、历史学、理学、工学、管理学、艺术学九个学科门类，涵盖了高级专门人才培养和科学研究的主要领域。现有3个国家双一流建设学科（马克思主义理论、化学、计算机科学与技术）、3个自治区“十四五”优势学科振兴工程建设学科（数学、中国语言文学和机械工程），6个自治区“十四五”特色学科创新工程建设学科（法学、地理学、生物学、生态学、电气工程和化学工程与技术）；4个学科（化学、工程学、材料学、环境与生态学）进入ESI全球前1%。有14个博士学位授权一级学科、1个工程博士专业学位授权类别，37个硕士学位授权一级学科、18个硕士专业学位授权类别，12个博士后科研流动站。学校现有98个本科专业，2023年73个专业（类）招生，69个单一专业，4个大类招生专业（含9个专业）；38个国家级一流本科专业建设点，15个自治区级一流本科专业建设点。

There are nine disciplines in Xinjiang University, including philosophy, economics, law, literature, history, science, engineering, management, and art, which covers the main fields of senior professional training and scientific research. At present, there are 3 national double first-class construction disciplines (Marxist theory, chemistry, computer science and technology), 3 provincial advantageous disciplines of ‘14th Five-Year Plan’   (mathematics, Chinese language and literature, and mechanical engineering) and 6 provincial innovative construction disciplines (law, geography, biology, ecology, electrical engineering and chemical engineering and technology) of ‘14th Five-Year Plan’; four disciplines (Chemistry, Engineering, Materials science, Environment and Ecology) are in the top 1% of ESI worldwide. There are 14 first-level disciplines authorized for doctoral degrees, 1 category of engineering doctoral degree authorization, 37 first-level disciplines authorized for master’s degrees, 18 categories authorized for master’s professional degrees, and 12 postdoctoral research mobile stations. The University has 98 undergraduate majors, and 73 majors (categories) recruit students in 2023, with 69 single majors and 4 main categories (including 9 majors). There are 38 state-level first-class undergraduate major construction points and 15  provincial first-class undergraduate major construction points.

学校现有中国工程院院士1名，入选国家级人才项目21人，“全国高校黄大年式教师团队”1个，教育部“新世纪优秀人才支持计划”8人，中宣部文化名家暨四个一批（宣传思想文化青年英才）1人。自治区突出贡献优秀专家17人，自治区文化名家暨“四个一批”人才和文化产业领军人才6人，自治区“国家高层次人才特殊支持计划”后备人选13人。

At present, there is one academician of Chinese Academy of Engineering in Xinjiang university, with 21 teachers selected as national talents, one teacher team of ‘Huang Danian Style among Colleges and Universities’, 8 teachers as‘New Century Outstanding Talents Supporting Program’ of Ministry of Education, and 1 Cultural Famous Person & ‘Four First-Batch’ of Propaganda Department of the CPC Central Committee. There are 17 experts titled as ‘outstanding contributions’, 6 cultural industry leading talents and 13 reserve candidates of ‘National Special Support Program for High-level Talents’ at provincial level.

二、奖学金简介  Introduction to the Programme 

中国政府奖学金“高水平研究生”项目按照“个人申请、院校推荐、专家评审、择优录取”的原则，选拔录取具有优秀学科背景、突出专业能力及未来发展潜力的国际学生。

The ‘High Level Postgraduate Programme’ is a sub-programme of the Chinese Government Scholarship Programme. Based on the principles of ‘individual application, institutional recommendation, expert assessment and selective admission’, it enrolls international students with excellent academic backgrounds, professional abilities and future development potentials.  

（一）奖学金获得者来华所学专业可使用中文授课，部分专业可使用英语授课。 具体招收专业见下文。

     Most courses for the scholarship recipients are taught in Chinese, with some in English. See the following part for the details of the majors.

（二）选择英文授课的学生，需按申请所需材料提交英文水平证明材料；选择中文授课的学生，报名时中文能力要求应当至少达到HSK4级水平，中文水平未达到专业学习要求的奖学金生，须参加1学年的汉语补习。

Students who choose to study their courses in English need to provide the Proof of English proficiency; for students who choose to study their courses in Chinese, the Chinese language level should at least reach HSK 4 at the time of registration. Scholarship students whose Chinese language level does not meet the professional learning requirements must participate in a Chinese language learning for one academic year.

1.硕士研究生：专业学习奖学金期限3年；

For Master’s degree students: professional study scholarship will be provided with a term of 3 years.

2.博士研究生：专业学习奖学金期限4年。

For Doctoral degree students: professional study scholarship will be provided with a term of 4 years.

（三）奖学金资助期限为录取时确定的学习年限，包括专业学习和汉语补习（1年）的期限，原则上不予延长。

The duration of the scholarship is the length of study determined at the time of admission, including the duration of professional study and Chinese tutoring (1 year), and shall not be extended in principle.

三、申请条件  Application Requirements

（一）申请人须为非中国籍公民，身体健康；

The applicant must be a non-Chinese citizen in good health.

（二）申请人的学历和年龄要求：

 Academic qualifications and age requirements for the applicants:

1.来华攻读硕士学位者，须具有学士学位，年龄不超过 35周岁；

Those who apply for a master’s degree must have a bachelor’s degree and be no older than 35.

2.来华攻读博士学位者，须具有硕士学位，年龄不超过 40周岁。

Those who apply for a doctor’s degree must have a master’s degree and be no older than 40.

（三）奖学金内容  The Scholarship Includes:

1.免交注册费、学费和校内住宿费；

Exemption of registration fee, tuition fee and accommodation fee.

2.提供来华留学生综合医疗保险（确定入境报到日期后由学校统一购买）；

The comprehensive medical insurance (only valid after entry to China and registration at the Xinjiang University. Students who study online are not entitled to this insurance)

3.提供奖学金生活费，生活费由学校按月打卡发至学生本人。

The living expenses provided by the University on a monthly basis.

生活费资助标准：

硕士研究生：3000元/月

博士研究生：3500元/月

Standard of the living expenses:

Master’s student: 3000RMB/month

Doctoral student: 3500RMB/month

注意：奖学金生活费是用于学生在中国境内学习时的生活补助，新录取学生只有在入校报到注册、核验报名材料后方可领取，15日之前报到发足月生活费，15日之后报到发半个月生活费。 

Note: Scholarship living expenses are given as living subsidies for students studying in China. The newly enrolled students can only receive the living stipend after the registration and confirmation of the registration materials. If failed to be present at the University and confirm the relevant materials before graduation, the living expenses will not be provided. Students who register before 15^th will receive full-month living expenses, and after the time will receive half-month living expenses.

四、申请方式   How to apply

申请人需登录“中国政府奖学金来华留学管理信息系统”http://studyinchina.csc.edu.cn/#/register进行注册并填写申请信息（受理机构编号请填“10755”，留学项目种类请选“B”）。同时需登录新疆大学国际学生管理平台http://xju.at0086.cn/StuApplication/Login.aspx 进行报名申请，如未在新疆大学国际学生管理平台申请，新疆大学国际文化交流学院有权不予审核报名材料。

Applicants need to log in to the “Chinese government scholarship management information system for studying in China” (http://studyinchina.csc.edu.cn/#/register) for registration and fill in the application information (Please fill in “10755” for the number of the accepting institution, and select “B” for the type of studying abroad programme). At the same time applicants also need to log in to “ Xinjiang University Administrative Platform for International Students (http://xju.at0086.cn/StuApplication/Login.aspx) for application. The school of International Cultural Exchange of Xinjiang University is entitled not to check the application materials if applicants fail to do so.

五、网上申请所需材料   Materials Required for Online Application

申请人必须用中文或英文如实填写和提交以下申请材料：

Applicants must fill in and submit the following application materials in Chinese or English:

（一）《中国政府奖学金申请表》；

     Chinese Government Scholarship Application Form

（二）申请人普通护照个人信息首页；

A copy of the applicant’s ordinary passport personal information page

（三）个人免冠2寸电子照片；

Personal bareheaded 2-inch electronic photo

（四）经过认证的最高学历证明，中英文以外文本需附经公证的中文或英文的翻译件；

Certified highest degree academic certificate (for texts other than Chinese and English, a notarized translation in Chinese or English shall be attached)

（五）经过认证的最高学历成绩单，中英文以外文本需附经认证的中文或英文的翻译件；

Certified highest degree academic transcript (for texts other than Chinese and English, a notarized translation in Chinese or English shall be attached)

（六）来华学习和研究计划（不少于 800字）；

Study and research plan in China (no less than 800 words)

（七）提交学生本专业领域的两名教授或副教授的推荐信；

Letter of recommendation from two professors or associate professors in the student’s professional field

（八）录取材料。申请攻读硕士学位、博士学位者和申请作为普通、高级进修生来华学习者应提供申请院校出具的录取材料，可包括录取通知书、预录取通知书或导师邀请函等（录取材料将作为中国政府奖学金优先录取的文件之一）；

Admission documents. When applying for a postgraduate program or for academic education as a general or senior advanced student, an applicant shall provide the admission documents issued by the university of preference, including an admission letter, a pre-admission letter, or the invitation letter from a prospect supervisor (admission documents will serve as a priority of admission in granting the Chinese Government Scholarship)

（九）《外国人体格检查表》（复印件，原件自行保留），申请人应严格按照《外国人体格检查表》中要求的项目进行检查，缺项、未贴有本人照片或照片上未盖骑缝章，无医师和医院签字盖章的《外国人体格检查表》无效，检查结果自报名之日起有效期为 6个月；

A copy of Physical Examination Form for Foreigners (the original form must be kept by the applicant)

The applicant must receive the related examinations in strict accordance with the items required in the Physical Examination Form for Foreigners. The form will be regarded as invalid if there are missing items, or there is no photo of the person, or the photo is not stamped with a cross seal, or there is no signature/seal of the doctor and the hospital. The examination results are only valid for 6 months from the date of application.

（十）已发表的论文；

Published Papers

（十一）学生所在国公安机关开具的无犯罪记录证明；

Certificate of no criminal records issued by the public security departments of the student’s country

（十二）英文水平证明材料；如已获得HSK成绩报告（2年有效期），亦请附在申请材料中；

Proof of English proficiency. If the HSK score report (valid for 2 years) is obtained, please also attach it to the application materials.

（十三）其他支撑材料。

七、录取及通知  Admission and notifications

（一）新疆大学将组织专家对申请人的申请材料进行初步筛选和网络面试，遴选出拟录取人选上报新疆维吾尔自治区教育厅审核备案，并推荐至国家留学基金委进行评审，对通过评审者，择优录取；

Xinjiang University will organize experts to conduct preliminary screening on the applicant’s application materials and arrange online interviews to select the candidates. The results will be reported to the Department of Education of Xinjiang Uygur Autonomous Region and the State Scholarship Commission for Examination and Approval before the final decision.

（二）7月初，新疆大学向奖学金获得者寄发录取材料；

The University will sent the formal admission notice, visa application form for foreign students in China (JW201 form) and other admission materials to the scholarship winners at the beginning of July .

（三）每名奖学金获得者只能获得一个中国政府奖学金项目的资助，对于同时被多所高校录取的奖学金申请人，留学基金委仅为其保留一所学校的奖学金资格；

Each scholarship winner can only receive one subsidy from the Chinese government scholarship program. For scholarship applicants admitted by multiple universities at the same time, the scholarship committee reserves the scholarship qualification for only one university for them.

（四）奖学金获得者入学后不得变更录取院校，原则上不得变更学习专业及学习期限；

Scholarship recipients would not be able to change enrollment institutions after admission. Meanwhile, the major and duration of study shall not be changed, in principle.

（五）不能按录取期限来华报到入学者，奖学金资格不予保留。

Scholarships will not be reserved for those who cannot register in China before the enrolment deadline.

注：新疆大学招收中国政府奖学金生不收取任何中介费用。

Note: Xinjiang University does not charge any intermediary fees for recruiting Chinese government scholarship students.

八、奖学金申报时间节点  Application Deadlines

（一）学生网上报名截止时间：2024年2月29日

24：00（北京时间）

Deadline for online application: February 29, 2024

（二）专业学院面试时间：2024年3月3日-8日

Time of interview by the Professional Colleges: March 3rd-8th, 2024

（三）上报推荐人选时间：2024年3月9日-15日

Time of submitting recommended candidates: March 9th-15th, 2024
